This is a woven pair of partial split interchanges between Interstate 695 (Southeast Freeway) at 8th Street Southeast and 11th Street Southeast at Southeast Boulevard in Washington, D.C. The ramps to the west (numbered Exit 1D) form a split interchange along Virginia Avenue Southeast and I Street Southeast from 8th Street. They correspond with the Exit 1B interchange at 4th Street and 6th Street Southeast. The ramps to the east (numbered Exit 1C) form a split interchange along 11th Street from Southeast Boulevard. They correspond with the Exit 2 interchange at M Street Southeast.
The interchange was originally constructed around 1970 as a semi-directional T-interchange. The Southeast Freeway (I-695) continued straight and continued on what is now Southeast Boulevard, with the exit leg to the south (the northern end of I-295) going to the 11th Street Bridges. However, with the cancellation of the rest of the Southeast Freeway east of Pennsylvania Avenue and across the Anacostia River, the route of the Interstates was confusing and it was difficult to reach DC-295. The interchange was completely reconstructed from 2009 until 2014 to its current configuration, which realigned Interstate 695 to the south, and eliminated the direct ramp connections between Southeast Boulevard and the 11th Street Bridges.
