A cloverleaf interchange with a semi-directional ramp from eastbound US 50 onto northbound MD 3 (Exits 13B) plus connections to the nearby partial cloverleaf interchange with Belair Dr (Exit 13C) located north, a collector-distributor roadway along westbound US 50, and the loop ramp from northbound US 301 onto westbound US 50 branching from the ramp to eastbound US 50.

This interchange was formerly a smaller, more compact full cloverleaf interchange constructed in the early 1950s, which was also when the then-named Annapolis-Washington Expressway was opened between there and MD-24 (Riva Rd) near Annapolis. When US 50 was being upgraded to Interstate highway standards in the early 1990s to handle expanding traffic volumes between Annapolis and Washington, D.C., it was reconstructed into its present configuration.
