4-story commercial building and parking garage completed in 1951. The facades have a variety of cladding; the commercial spaces occupy the lower floors at the western end. The south half of the avenue facade has four floors, while the north half has only three due to a double-height ground floor. The commercial facades are faced in glass, metal and stone. The former Bank of America branch at the corner has a curtain wall of large windows with metal bands and signage, now occupied by Healthyline. Jimmy's NYC restaurant wraps around the corner space, clad in oxidized iron panels. Its entrance on 38th Street is recessed to the left of a curving wall of glass blocks, and it occupies the 2nd floor on the avenue. Below is another restaurant space on the ground floor, occupied by Cafe Hestia.

The parking levels, at the west end and on the upper floors, are faced in a curtain wall of green metal screening. At the top of the northwest corner there are silver metal signs with the numbers 515. At the far east end are three large entrance/exit bays for the garage, and a small storefront occupied by Shamas Deli.
