5-story office building completed around 1875 as a rowhouse. Formerly the Painting Industry Welfare Building, the District Council 9 Building had its facade replaced in 1960 by William J. Conklin of Mayer, Whittlesey & Glass. It has very narrow metal pilasters and arched brass caps projecting in front of recessed glass panes in five narrow bays. The lower part of the ground floor has an entrance in the second-from-the-right bay, and green marble in the other bays, topped by round blue-and-gold seals bearing union logos.
