6-story office building completed in 1946, with a new north facade erected in 1961. Designed by Leo Stillman, it is completely different than the one on 13th Street. The north facade has a ground floor clad in black polished granite, with three wide bays of metal-framed windows and doors. The upper floors have seven windows per floor, separated by grey metal panels, alternating with dark-green metal bands between floors. At the east side is a tall tower completely clad in grey metal, rising above the regular roof line.

The 13th Street facade is clad in beige brick in an austere style. The main wall has a central double-window, flanked by four single-windows, although some of the openings have metal vents instead. They are all joined by sill courses. The ground floor has two freight doors and a pair of windows with glass blocks. On the east end is a taller tower corresponding to the tower on the north side. On each floor, it has much larger windows than those on the main wall to the left, and extends two stories higher.
