"The Hill District is primarily distinguished by its distinctive geologyltopography, formed by the immense salt dome lying beneath the ground surface. The Hill district was once characterized by a mixture of land uses as the area comprises the original town center, including residential, industrial, institutional, and commercial uses. Over time, industrial uses began occupying more of the district's land area and as a result conflicts began to arise between residential and indushial uses. Several accidents occurred in the 1970s and 1980s which led to the undertaking of an extensive program of relocation. Today, the area is primarily industnal,
with over 90% of the occupied land area in the district utilized for this type of activity. A regional transportation corridor. State Highway 146, runs directly through this district and services the industrial activities."
