The ZDR was so powerful that walking within a few hundred feet of it was considered a health hazard. The large metal fence was intended to both prevent stay reflections as well as protect people walking by the site. To provide access to maintain the radar while it was operating, a partially-burried tunnel led north from this point, passing under the fence at the raised area that can be seen in the shadow.
