Originally named the East Capitol Street Bridge, it was renamed for Whitney Young in 1974. The bridge, with six traffic lanes, is 1,800 ft (550 m) long and 82 ft (25 m) wide and has 15 spans resting on 14 piers. It has a steel girder and floorbeam system and a concrete deck. It was constructed from December 1953 to November 1955 at a cost of $12,000,000. The deck of the bridge was reconstructed in 1980. In 2004, the deck of the bridge was resurfaced and repairs were made to three of the piers.
