4000 MW super critical unit.Centre is yet to begin the bidding process for the 4000 MW ultra-mega power project (UMPP) proposed at Bedabahal in Sundargarh district, Naveen requests the Centre to finalize the bidding documents and start the tender process. The state government has almost completed the land acquisition process for the project.
The state government has raised objection to the standard bidding document (SBD), prepared by the Union power ministry, to go for a fresh bidding for the proposed ultra mega power project (UMPP) at Bhedabahal in Sundargarh district. In the new document, the Centre plans to hold the state responsible for delay in implementation of the project, official sources said. "Since the Centre has prepared the SBD without consulting Odisha, we have urged the Centre to consult the states before finalizing it. I have written a letter to Union power ministry in this regard," said energy minister Pranab Prakash Das. The state also lodged its protest at a recent meeting, convened by the ministry. According to new SBD, the state government will be penalized for delay in acquisition of land, obtaining statutory clearances and getting necessary administrative approvals.

"The project developers should ensure all statutory clearances in coordination with state and Union governments. The state's responsibility is to acquire land for the project and we are already into that," said an officer of the department. In January, the ministry scrapped the bidding process for the UMPP of 4,000 mega watt after all private players walked out, leaving state-run National Thermal Power Corporation and National Hydro Power Corporation as the sole contenders. Earlier, there were nine bidders, Adani Power Ltd, CLP India Ltd, Jindal Power Ltd, JSW Energy Ltd, Larsen & Toubro Ltd (L&T), National Hydro Power Corporation Ltd (NHPC), NTPC Ltd, Sterlite Infraventures Ltd and Tata Power Ltd.
