Located in northern Lithuania, covers area of 1807 km². Divided into 11 elderships. Administrative centre - Šiauliai (has a sparate city municipality status), the only city is Kuršėnai.
Municipality is famous for Hill of Crosses (Kryžių kalnas) - symbol of freedom and religion resistance during soviet ocupation, it was visited by pope John Paul II in 1993. Part of municipality is preserved by Kurtuvėnai regional park. There are many forest, the biggest of them is Gruzdžiai-Gubernija forest massif. The longest rivers are Dubysa, Venta, Kulpė.
