Located in northern Lithuania, borders with Latvia, covers area of 1152 km². Divided into 10 elderships. Administrative centre - Joniškis, smaller city is Žagarė.
Municipality is ascribable to Semigalia (Žiemgala) ethnoregion, many culture and historic heritage remained. In 1236 samogitians ruled by duke Vykintas met invasiv Livonian army and beat it in Saulė battle, this win allowed Samogitia (Žemaitija) to maintain independence. The longest rivers are Mūša, Švėtė. Landscape is dominated by agriculture. Part of municipality is preserved in Žagarė regional park.
