There are 3 such storage sites in Bulgaria. One for each Bulgarian missile army. The sites were under Soviet control and operated by Soviet personnel. On Soviet orders, the nuclear warheads could have been transported to the nearest missile bases and mounted on tactical ballistic rockets.
