Bar and live music club opened on May 2, 2014. One of its investors is Leot Hanson, lead guitar player of the Saskatoon-based band The Sheepdogs. The name is inspired by the long-gone Capitol Theatre on 2nd Avenue (now the Scotia Centre), and features the old cinema's marquee sign that had been in a city storage yard for 35 years. Many of the fixtures came from Lydia's, a longtime bar and live music venue on Broadway Avenue where many local bands got their start.

Prior to the Capitol, this was the last location of Tramp's, a Saskatoon-based chain of music and used bookstores. Tramp's was in at least a half-dozen different locations downtown since the early 1980s. It closed in 2013 due to declining sales and the advent of digital downloads.

Prior to Tramp's this location was home to Crawdaddy's Louisiana Bar and Grill, a Cajun restaurant.
