On the Allegheny River upstream of its confluence with Oil Creek, an ice control structure was installed in 1982-83 to eliminate flood-causing ice jams which had long plagued the community of Oil City. The structure is a chain of steel floats attached to a junction plate in the center of the river. In the winter the ends of the chain are stretched across the river and anchored on each shore. The steel floats initiate ice formation further upstream than would happen otherwise, preventing the excessive ice accumulations that used to form in the confluence area.
