The Centre was opened in 2004 and replaces the former armouries located downtown on University Avenue East. The joint training centre is the first of its kind combining facilities for police and military training. It includes indoor and outdoor shooting ranges, dog unit, rappel tower, close quarter battle house, parade square and standard and theatre style classrooms.

The facility was named after Frederick Albert Tilston (1906-1992) member of The Essex Scottish Regiment and Canadian recipient of the Victoria Cross for exploits which occurred near the end of WWII. The Centre serves as home to The Essex and Kent Scottish Regiment (light infantry unit), The Windsor Regiment (armoured unit) and 21 (Windsor) Service Battalion (support services unit). These are Reserve Force units of 31 Canadian Brigade Group.
