The DRPA's bold plan to spend a boat load of money to replace the adequate RiverLink ferry to connect the Philadelphia and Camden waterfronts. After the two large tramway support foundations were built at each the project was shelved, leaving a large monument to failure on either side of the river.
These tower support foundations needed to be built first, before subsequent surrounding development would have made building an aerial tramway impossible.
In the meantime aditional development has still not occured.
