2-story commercial building completed in 1953. It is faced in stone veneer, painted in 2019 mostly black, with white across the top, and a yellow diagonal splash at the northwest corner of the ground floor. The west elevation facing the square has three bays slightly recessed into the facade. On the ground floor is a revolving door in the north bay, and black French doors in the other two, while the top floors has similar black French doors.

The north facade has two narrow, recessed entry bays at the west end, and several sets of secondary entrances and service doors along the middle and east end. The upper floor has two narrow windows at the west end, and then 13 bays of windows, the first two shorter, and one near the middle larger than the rest. They are are inset in black metal frames.
