According to the historian survey of the “Sofyiska voda” /Sofyiska water”/ Company the necessity to build a reservoir of the river Iskar is determinated since 1900–01, immediately after the hydroelectrically power station in Pancharevo had been constructed. In 1921 it had become the topic of the day again. The project for a dam with length of 55 m and capacity of 320 mln m3 could not be realized, because of the inability of the municipality to compensate the village residents of Gorni Passarel, Kalkovo and Shishmanovo. In 1932 – 1941 some topographic photos, geological assessments and observations of the Iskar water capacity around Passarel had been made in order to be constructed a “St. Peter”’s reservoir (after the name of the monastery in Dolni Passarel, around which the dam should be constructed).

In July 1947 some new geological researches had started in four sites between Gorni Passarel and Pancharevo for the reservoir construction. As a place, the most favorable for its geological, topographical and hydroelectric conditions had been chosen the area around the 37th km. In 1947–48 the Iskar water had been supplementary explored.

In the beginning of 1948 the work over the “Iskar” water-power system projects as part of the newly created “Energohydroproject” had started. The sketch and the provisional project are created by a collective managed by engineer Moiseev, and with the participation of Russian specialists. On the 26 of January 1949 the project had been approved by an expert counsel of the Ministry of electrification and melioration. It had been planned that the reservoir should have a 520 mln m3 working capacity and a 60 mln m3 spare capacity.

The preliminary works had started in 1949, the main engineering – at the end of 1950 and at the 6th of September 1954 the water-power system had been officially open. For those days it had been one of the biggest technical equipments in Bulgaria.
