Established in the 1950's as a dedicated US Navy-operated ship repair and refit facility for US and friendly naval vessels calling Guam or operating in the Western Pacific, Naval Ship Repair Facility Guam reached its peak size during the Vietnam War, when as many as 2,000 Navy shipyard workers were billeted at the facility. The yard's strategic location in the Marianas Islands, some 3,300 miles West of Hawaii and 1,500 miles East of the Philippines where other major USN shipyards were located, guaranteed that it was kept in near-constant operation supporting US Navy surface and Submarine forces operating in the Western Pacific.
The end of the Cold War and subsequent drawdown of US Defense budgets landed the shipyard on the Base Realignment and Closure Commission's review list , and in 1995 the order was issued to shut down the US Navy operation at the yard and prepare it for potential sale to private interests. Formally transferred to the Guam Shipyard Division in October 1997 and winning contracts for repair and support work for the ships of the Military Sealift Command, the shipyard was awarded two decommissioned former US Navy Drydocks which permitted it to provide haul-out service nearly any ship in the US Navy roster with the exception of Battleships and Aircraft Carriers, and also gave the yard a significant advantage in bidding on commercial vessel repair work.
After operating the yard for nearly two decades, Guam Shipyard Division found itself unable to secure steady commercial repair work outside of Military Sealift Command contracts to support its 300+ member workforce, and following a 2014 decision by the US Navy/MSC to award its repair contracts to Cabras Marine Corporation, Guam Shipyard abruptly laid off the majority of its workforce and departed the shipyard.
Reverting to US Government control, the idle shipyard facility was quickly transferred to the ownership of the Cabras Marine-subsidiary Pacific Dry-Dock and Integrated Maintenance (PACDIM) Corporation, who will operate the shipyard for MSC and US Navy Contract work for a period of five years.
