The London Borough of Havering is the most easterly located borough in London, and is largely suburban with some green space. It has one of the lowest unemployment and crime rates of London as well as the highest White Ethnic population. The council are based in Romford, the borough's largest settlement. Other places include Upminster, Hornchuch, Rainham and Harold Hill. It takes its name from the former Royal Liberty of Havering, which was one of the last surviving liberties (a type of medieval borough) in the UK. In turn this was named after the village of Havering-atte-Bower.
