354-foot, 32-floor modern/International-style residential building completed in 1971 as an office building. Designed by Emery Roth & Sons, it is clad in light-grey aluminum panels, with intersecting, narrow black steel frames and green-tinted windows. There are setbacks above the 6th floor on the west, north and south sides, with the south wing being angled to the tower to run parallel to Water Street. The ground floor is slightly recessed, with storefronts between squared aluminum-clad columns, with a deeply-recessed eastern end. On this facade, the center three of the building's five bays are also deeply recessed on the 2nd floor.

In 1997, the Rockrose Development Corporation took over the office building at 127 John Street and CetraRuddy Architects converted it to 576 residential apartments. It was later used by New York University as an undergraduate residence hall, but in the summer of 2009 Rockrose decided to reconvert the property to rental apartments. The ground floor is occupied by a Duane-Reade pharmacy, Plaza Deli, and a Western Union branch.

An interesting feature is the iconic 50' high digital clock created by Rudolph de Harak in 1971, which is mounted on the adjoining 3-story building, but belongs to 200 Water Street. It consists of 72 square sections, each containing a number from 00 to 59. It was created to display the date, time hour, minute and second.
