Officially, this is The River Colne Barrier (Wivenhoe). It was built to protect Colchester from tidal and storm surge flooding.
Steel sheet piling has been extensively used in the construction of a tidal flood barrier across the river Colne at Wivenhoe, Essex. A high risk of flooding in the area threatened the industrial area of Colchester, the villages of Wivenhoe and Rowhedge, and some 240 ha of land. The National Rivers Authority opted for a surge barrier as part of a regional scheme for tidal defences.
