This county is named for the legendary Korean Horse that could gallop 1000 li in a day, which lent itself early campaigns to increase productivity with the slogan "Chollima speed". It was designated in September 1959 as a special industrial workers district in the redistricting of South Pyongan Province. Chollima District is the locale of some of the DPRK's largest steel plants and heavy machinery manufacturing. It is administered as part of Nampo City.
