During the 15 years of Mayor deLesseps Story "Chep" Morrison Sr.'s tenure the Civic Center complex was created. The five buildings surrounding Duncan Plaza symbolized the transformation of New Orleans into a modern city after World War II. The first of the buildings, City Hall, opened in 1957 and cost $8 million.
