Portland opened in 1848 and held convict adults until 1921, when it was converted into a Borstal.

It has been a Young Offender Institution since 1988, and today holds young men aged 18 to 21.

Reception criteria: No sentence longer than ten years. No prisoner who has been segregated under Rule 49 (GOOD or OI) at any time in the 3 months prior to transfer to Portland, except by prior arrangement with the Governor. No prisoner who has outstanding court appearances or outstanding external medical appointments; or who requires 24 hour medical cover, location in ground floor accommodation, or long term psychiatric treatment; or who is unable to use stairs.

Accommodation: The prison's accommodation is in five Victorian wings and two newer units, built in the 1970s. There is also a Coping Skills Unit (Collingwood House) and a new Care and Control Unit (opened in September 2003). A refurbishment programme has just been completed to update the Victorian wings. The accommodation is mainly single cell occupancy, with some doubling on Benbow, Nelson and Grenville Houses. The five older wings, and Collingwood and the CCU all have integral sanitation. The two 1970's wings have electronically controlled access to night sanitation.

Regime: The establishment has a wide range of training, educational and personal development opportunities. The Core Education programme CIT includes, Bricklaying, Building Operatives, Painting and Decorating, Welding, Recycling Workshop and Motor Mechanics. There is also the Laundry, NVQ in PE, the Resettlement workshop
