The Filipino people aided by the Negrito tribes killed many Japanese who occupied Clark early in WWII therefore earning the right to squat (in civilization's perception) where they please on government owned properties. This is an arrangement between government and the tribes. Should one wish to develop, it would be required to properly seek permission and then relocate the squatting family.
