4-story (plus attic level) Renaissance-revival (with Francois I elements) residential building completed in 1893. Designed by Hermann Horenburger, it is clad in light-grey painted brownstone. It is the easternmost hous in what was originally a row of eight; the western four at Nos. 36-42 also remain, while the other three have been replaced by a larger apartment building. Each has had its stoop replaced by a ground-level entrance on the right, down a couple steps from the sidewalk.
No. 28 has a wood-and-glass door, and there are two single-windows with iron grilles to the left. A single- window replaces the original parlor-floor entrance. This window and the two single-windows to the left are flanked by fluted pilasters with Ionic capitals. The 3rd floor has a projecting 4-window bay with angled sides and a rounded base ornamented with some light garlands. These windows are also framed by fluted Ionic pilasters above dentils, and the projecting bay is capped by a large cornice.
The 4th floor has two single-windows in the center, flanked by small, oval windows at the ends, both with four compass-point keystones. A large gable at the top encloses an attic floor, with a tripartite window with short pilasters and a round shell atop the center pane, all topped by a keystone and niche.
