Founded in the late 1950's by the ILGWU (international Ladies Garment Worker's Union) Penn South has over 2,800 units in 10 buildings which are cooperatively owned and supplies affordable housing to its thousands of residents. On May 19, 1962, President John F. Kennedy, Governor Nelson A. Rockefeller, Mayor Robert F. Wagner, former First Lady Eleanor Roosevelt, and ILGWU President David Dubinsky, among other dignitaries, attended the dedication of the Penn South cooperative.
The complex was designed by Herman Jessor who followed the popular “towers in the park” model.
