Located in the upper part of the city.
After the demolition of the ruins of the Armenian quarters of Shushi in 1967, a park named after Stepan Shaumyan and other 26 Baku commissars was created. The park was destroyed during the fighting in 1992.
Then monument to the victims of the Armenian Genocide in the Ottoman Empire were erected here.
On December 8, 2020, the monument was demolished, and Azerbaijani flag was erected in their place.
