131-foot, 12-story office building completed in 1923. Designed by Rouse & Goldstone, it is clad in buff-colored brick above a 2-story base of grey granite, five bays wide. The main entrance is in the west bay, with glass double-doors framed in stainless-steel, with a steel canopy. The east end bay has two sets of metal service doors. Two of the middle bays (the western two) have glass-and-steel double-doors next to plate-glass windows, and the other bay has a wider window. These doors access the US Post Office - Columbus Circle Station that occupies the lower floors of the building. The 2nd floor has large bays of 4-over-2 windows in the four eastern bays, and three single-windows in the west bay (all in silver metal framing). The westernmost single-window is actually an opening for a shaftway, fronted by a metal railing at the lower half on every floor.

Above the base the four eastern bays have double-windows flanked by single-windows, all with stone sills. At the top of the 10th floor (where there is a shallow setback) the four eastern bays have medallions above the intermediate piers. The west bay extends up one floor higher, with a similar medallion. The main roof line is at the 11th floor, with a penthouse level set farther back.

The east elevation is also brick, with a bay of three single-windows at the front, and two more such bays at the rear. The west elevation is parged grey brick with one bay of windows near the middle, beginning at the 5th floor.
