This is Nolita, or "North of Little Italy", one of New York's newest neighborhoods. It received its name by the current migration of Italians to this particular area, as of 2005 it was voted to have Manhattan's largest concentration of Italian-American immigrants.
Broadly it is bounded on the north by Houston Street (pronounced 'House-tin' rather than Houston in Texas), by Broome Street to the South, by Centre & Lafayette (North) Streets to the west and by The Bowery to the east.
