167-foot, 12-story office building completed in 1916 as the Susquehanna Silk Mills Building. Designed by Henry C. Pelton, its tripartite configuration consists of a 3-story limestone base, 7-story grey brick shaft, and 2-story limestone crown. The Madison avenue facade is three bays wide, while the north facade spans nine bays.

The ground floor has storefronts, except a recessed service entrance in the easternmost bay on 32nd Street, and the main entrance in the southern bay on Madison Avenue. The main entrance has a surround of rounded stainless steel, with the address on the steel panel above the glass doors, and the words "STEEL BUILDING" on the louvers above the panel. The 2nd floor has triple-windows in each bay, and simple stylized capitals on the piers, with rosettes above each one. Above these, a dentiled cornice caps the 2nd floor. The 3rd floor, also in limestone, has paired windows and is topped by another cornice.

The brick midsection also has paired windows, with small stone sills. String courses set off the top and bottom of the 10th floor. The 2-story crown is faced in stone, with the same paired windows as below. It is topped by a modillioned roof cornice on both main facades. The upper part of the east elevation is clad in red brick, with three bays of multi-pane windows.

The ground floor is occupied by Maman restaurant.
