The chapel is named for a City of Nassau Bay Police Sargent (and Friendswood, Texas resident) killed in the line of duty on December 10, 2019. Kaila Sullivan was a well respected officer as well as an advocate for both survivors of domestic violence and LGBTQ+ rights. She was a member of the Sisters Eternal Women's Motorcycle Club.

The venue is located in a former church building that was built in 1890 and restored and moved to this spot in the early 2000s. The chapel is a wedding venue created from the former Bay Area Museum and still holds the museum's exhibits. The transition from museum to wedding venue occurred in June of 2020. The Museum artifacts on display within the chapel's foyer are all NASA artifacts donated by the nearby NASA Johnson Space Center. Beyond the foyer is a traditional, non-denominational church space for weddings and other events.
