5-story Beaux-Arts office building completed in 1902. Designed by Clinton & Russell as a bank, it is faced in limestone, brick, cast-iron and terra-cotta. Upon its completion, the building was occupied by the Corn Exchange Bank. It is L-shaped in plan, with one wing extending back into the middle of the block.

The upper floors feature banded piers in pale pink and white. The 2nd-floor windows bays are angled, with cartouches on the piers, and a dentiled cornice with wave molding. There are paneled spandrels at the cast-iron sections. Above the dentiled roof cornice is a curved parapet with festooned oculus, pedestals and urns. Near the east end of the ground floor on 28th Street is a historic entryway to the upper floors featuring a curved pediment with carved tympanum and flanking pilasters. The ground floor is occupied by Venchi Chocolate & Gelato, Lady M Cake Boutique, and Nom! market.
