11-story Neo-Classical residential building completed in 1913 as an office building. Originally known as the Engineering Building, it has a 2-story base of rusticated stone divided into three bays. The western two bays have storefronts on the ground floor, while the eastern bay contains the main entrance. The doorway is topped by a round-arch and framed by wide pilasters supporting a broad entablature, topped by a dentiled cornice with two round urns at the ends. The 2nd-floor windows are three over three panes, with rounded top corners and keystones above. The base is capped by a band course with a Greek-fret pattern.

The 3rd floor is transitional, with wide three-over-three windows. Between are rusticated brick piers, decorated by cartouches. The 6-story mid-section's brick piers end in simple capitals, with three windows in each bay. A cornice sets off the crown, with three round-arched windows in each bay. A recessed penthouse floor is located above the projecting modillioned and dentiled roof cornice. The rear elevation on Cedar Street is similarly designed, but only two bays wide. The ground floor is occupied by Liber-Tees, and Pronto Pizza.
