4-story mercantile building completed sometime in the late 1800s. It is faced in black-painted cast-iron (painted red until 2020). The ground floor of the 3-bay facade has a double-door next to a 2-paned window above a cobbled stone wall. The north end bays has a single-door, and the south bay has a 2-paned window above a cobbled stone wall. All the bays have transoms and they are divided by fluted pilasters, wider at the ends. A marquee signboard tops the ground floor.

The 2nd floor has a double-window in the middle and smaller windows at the end bays. There are four 2-story piers extending up to the top of the 3rd floor; they are fluted, with paneled bases and capitals. Between the 2nd & 3rd floors are white spandrels organized by iron framing into various rectangles. The 3rd floor has double-windows over transoms at the end bays, and a 4-paned window over a triple-transom in the middle. The attic level has beige stucco between paneled end piers, and a low, segmental-arched window in the center. It is surmounted by a concrete parapet with multiple step-ups to the middle.
