2-story office building completed in 1923. It is clad in light-grey brick with a light-brown granite water table and bases for the piers, which divide the facade into five double-height round-arches. The arches have black metal and glass infill, and there are entrances in the easternmost and 2nd-from west bays, with an additional service entrance in the westernmost bay. The curves of the arches are framed by beige-painted stone with scrolled keystones. The middle section of each pier projects slightly forward, and has a beige stone capital at the top of the 2nd floor, supporting a stone entablature that has metal letters reading "INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL 94, -94A, -94B, - AFL - CIO". The cornice of the entablature is surmounted by a brick roof parapet with stone coping; it is stepped up at the center bay, where a round, metal union seal is mounted, and has ogee moldings at the ends of the stepped-up section. Two flagpoles project from the ends of the stepped-up section as well.

The International Union of Operating Engineers (IUOE) is a progressive, diversified trade union that primarily represents operating engineers, who work as heavy equipment operators, mechanics, and surveyors in the construction industry, and stationary engineers, who work in operations and maintenance in building and industrial complexes, and in the service industries. IUOE also represents nurses and other health industry workers, a significant number of public employees engaged in a wide variety of occupations, as well as a number of job classifications in the petrochemical industry.

The International Union of Operating Engineers Local Union 94, 94A, 94B was established to represent employees covered by collective bargaining agreements between the Union and various employers, employer associations and the City of New York with office buildings and schools requiring maintenance of heating and air conditioning systems in the New York metropolitan area.
