5-story treatment center building originally completed in the late 1800s as a townhouse. The recently renovated facade is clad in dark-red brick, three bays wide. The center bay is wider, with tripartite windows, while the end bays have single-windows (except for the uneven double-windows on the 2nd floor), all in blue metal framing with concrete sills and brick lintels. There are wide, low metal vents below the center windows. The ground floor has white concrete bays between the brick piers; the eastern one has the recessed entrance, and the other two have windows with blue iron grilles in decorative patterns.
