3-story (plus raised basement) Italianate-style diplomatic mission originally completed around 1850 as a townhouse for William Morse. The house then went through several more owners, until it was bought by Albert L. Webster shortly after 1900. By the 1930s, all of the other houses on the blockfront had been replaced by apartment buildings or offices. In 1937, it was leased, and by 1950 the C. F. Hathaway Company was in the building. The century-old house was given an elevator in 1951 and converted to offices. Over the next few decades it would see several tenants, including the record distributor, PACE, in the 1960s; and Ron Greenberg Productions in the early 1970s.

The widening of 40th Street resulted in the removal of the stoop and a sideways iron replacement installed, as well as a new entrance to the basement. It is now occupied by the Togo Mission to the United Nations.
