190-foot, 15-story postmodern office building completed in 1984. Designed by Swanke Hayden Connell Architects, it is clad in grey granite. The ground floor has three bays with gilded gold garage doors in the outer two, and the main entrance in the center, with similarly patterned, gilded double-doors. Above the main entrance, the 2nd floor has a state seal and a projecting flagpole set in a recessed, stepped arch. The outer two bays have trios of narrow windows with cross-hatched bronze screens and small, stepped arches on top.

The 3rd-6th floors have six bays of large single-windows with slightly-recessed frames. There is a deep setback above the 6th floor, and the 7th-11th floors have similar window bays, but with the middle two fronted by rounded, projecting balconies. Another balcony fronts a large, round-arched window at the center of the 12th floor, with short window bands on either side, wrapping around the corners. These are capped by metal lintels and topped by sloping copper quarter-pyramids, and the center section rises to a parapet in front of a setback. The top floors set back again above the 14th floor, and the smaller top floor has a single round window in the center, and is crowned by a copper pyramid.

The east side elevation has no openings on the lower two floors. The 3rd-6th floors have double-windows at the ends, with single-windows inside of them framing a center bay with a glass curtain wall. The 7th floor has a central round window, with three tiny, vertical slit windows on either side. The upper floors have similar windows to the north facade, but without the balconies, and there is a double-height, round-arch window at the top, below the penthouse level.

The building houses the Permanent Mission of the State of Kuwait to the United Nations.
