The wall is a very popular fishing area. When salmon are running this small area right next to the dam will be packed shoulder to shoulder. You MUST arrive well before dawn just to secure your spot. Due to the tight constraints of the area when someone yells "FISH ON", most everyone reels there line in and waits for the fish to either be landed or to get away.
