The administrative district Çıldır been a long time part of the Ottoman Empire, then came towards the end of the 19th century to the Russian Empire and was part of the Kars Oblast. After the seizure of power by the Bolsheviks in Russia in 1917 and the collapse of the Tsarist Empire Çıldır was for two years under Georgian rule. The Republic of Armenia presented at this time claims to the territory, which led to 1920 to a conflict with the Republic of Georgia. Since 25 February (1921 Treaty of Kars and Moscow) Çıldır belongs to the Republic of Turkey.
