170-foot, 16-story modernist residential building completed in 1966 as an office building. Designed by Fred Safran, it has six five-window bays on the longer Platt Street facade, and a 6-window bay in the center of the William Street facade, flanked by 3-window bays. The lower two floors have black granite piers and water table. The ground floor is lined with storefronts, with a main entrance in the southern bay on William Street. The lower two floors are also slightly recessed on William Street.

The 2nd floor is clad in light-grey metal below rows of metal-framed rectangular windows. On the upper floors, the uninterupted piers are light-grey, with black metal spandrels, and uninterrupted, narrow, black metal vertical lines framing each window. The building was converted to condominiums in 2008, with 113 units. The ground floor is occupied by William Spring Nail Salon, Blue Spoon Coffee, William Street Cleaners, TieB New York neckties, a barber shop, and Faith Evangelistic Ministries.
