An enclosed center with some street level restaurants and sports practice/sports medicine above. This used to be the notorious "Block E" area, a row of run-down bars, flophouses, adult movie theaters, and others. Moby Dick's was a notorious bar that opened in 1971 and was the need for hundreds of police calls, next was Rand Hotel (a flophouse), and next to that, a McDonald's Town House (a no drive-through variety). The city was able to get it demolished in the late 1980s and it remained a parking lot until 2001 when it was rebuilt as an enclosed entertainment center called Block E. However, most of the tenants fled, leading to a new name and focus, though some of the restaurants remain.
