Elks Place Park is a small park (approximately 0.83 acre) located in the neutral ground between Tulane Avenue and the first block of Basin Street. The park was dedicated on October 20, 1950. The inscription on the monument at Tulane Avenue reads:

DEDICATED BY THE CITIZENS OF NEW ORLEANS AS PROMINENT
EVIDENCE OF THEIR DETERMINATION TO MAINTAIN THE DEMOCRATIC
PRINCIPLES OF FREE ENTERPRISE AND INDIVIDUAL LIBERTY, AS SET
FORTH IN THE DECLARATION OF INDEPENDENCE AND THE
CONSTITUTION OF THE UNITED STATES.

The park includes a number of marble/granite markers inset in the walkway down the center of the neutral ground. The markers commemorate important dates in Louisiana and New Orleans.
