The Richard and Annette Bloch Cancer Survivors' Plaza is a park in he neutral ground of Loyola Avenue. In 1995, Parkway Partners and the City of New Orleans developed the plaza, which was designed by Milosav Cekic, Austin, TX. It is one of several throughout the United States funded by the Blochs of Kansas City, Missouri, for people who have faced, are facing or will face a life-or-death struggle with cancer.

Fourteen twenty-five foot tall commemorative columns, represent various cultures of the world. The New Orleans column, designed by local artist Brian Borrello features symbolic references to the city's culture - brick, plaster and wrought reminiscent of French Quarter architecture, and a terminus of golden musical instruments reflects the city's jazz heritage.
