This triangular brick-faced earthwork served two functions;

1. to mount large-caliber cannon at just above the waterline to "skip" shells across the surface and inflict hull damage on attacking warships

2. to protect the base of the main fort walls from direct enemy fire.

During the Civil War, three massive 15-inch Rodman guns were mounted here.
