Massive underground bunker built to house governmental officials in the event of a full-scale nuclear exchange. Mount Weather is believed to house a "shadow government" made up of senior Washington officials on temporary assignment. It is one of several Continuity Of Government (COG) sites with Presidential Emergency Operations Center (PEOC) capability.

Mount Weather is also currently home to six major FEMA disaster operations facilities:
* National Processing Service Center–Virginia
* Satellite Teleregistration Center
* Disaster Finance Office
* Disaster Information Systems Clearinghouse
* Disaster Personnel Operations Division
* Agency Logistics Center

Circa 1990-2001, secrecy around the base eased during the "Peace Dividend" thinking era after the Soviet Union dissolved. The less-secret half of the base hosted occasional multi-agency conferences. A large directional sign was even placed on on busy commuter highway Route 7 atop the ridge to help visitors find their way. After the attacks of September 11, 2001, the sign was whisked down and area went back on guard.
