yes...each team (command;if you will) has it's own "office" but they all fall under COMNAVSPECWAR which is based on the Golden Strand of San Diego. Like the various fleets of the Navy...all are their own individual commands, but all fall under their respective fleet command, Pacific, 7th fleet etc....all commanded by a 3 star admiral not a Captain as each individual command is.
