Set apart from public domain in 1852. Designated in honor of Maj. Gen. William S. Rosecrans, commanding general of the Army of the Cumberland 1862–63.

Formerly home to the Headquarters, 6th Infantry Brigade from 1927 to 1931, the Headquarters, Harbor Defenses of San Diego, the 1st and 3rd Companies, Coast Defenses of San Diego from 1919 to 1922, the 28th Coast Artillery Company from 1922 to 1924, the 2nd Battalion, 3rd Coast Artillery from 1924 to 1941, and the 19th Coast Artillery from 1940 to 1941.
